David Kay, Ph. D.

David Kay, Ph. D., is the former special advisor on Iraqi Weapons of Mass Destruction to the director of Central Intelligence. Kay directed the Iraqi Survey Group that was charged with finding Iraq’s Weapons of Mass Destruction (WMD). In this capacity, Kay led numerous government inspections into Iraq to determine the country’s nuclear weapons production capability. Prior to his appointment in 2003, Kay led the analysis of the Iraqi nuclear program and its implications for non-proliferation and arms control activities in 1991. During this time, he spent four days as a hostage of former Iraqi leader Saddam Hussein when he and other inspectors refused to surrender incriminating documents they had seized. Kay returned to Iraq in 2003 to lead teams of American inspectors in search of WMD following Operation Iraqi Freedom. He reported his findings to the U.S. Congress early in 2004, concluding that he and his inspectors had found no evidence of chemical or biological weapons. Since resigning from his position as special advisor, Kay has discussed his experiences and shared his thoughts on current intelligence gathering strategies.
