Prior
to joining the Clinton White House, Leon Panetta served eight full terms
in the United States House of Representatives for Californias 16th
district (now 17th) from 1977 until 1993. During his years
in Congress, Panetta chaired several committees and subcommittees such
as the House Committee on the Budget and the House Agriculture Committees
Subcommittee on Domestic Marketing, Consumer Relations and Nutrition.
He authored the Hunger Prevention Act of 1988 and numerous successful
measures to protect the California coast from offshore oil and gas drilling.
Panetta had
just begun his ninth term in Congress when he was asked to direct the
Office of Management and Budget under the Clinton Administration. After
18 months, he was appointed White House chief of staff by then-President
Bill Clinton.
