McDonnell Estimates Modest Surplus

The Commonwealth posted a 17.9 percent increase in revenue collections for the month of May, and Gov. McDonnell expects a surplus at the end of the fiscal year June 30, though much of any left-over funds will go to pay down some IOU's. Craig Carper reports.
